Position: In-Country Program Manager

Type of Contract: Independent Contractor

LWOB is seeking to hire one individual as a Project Manager, to join our team of experts as we begin a project to support the Government of the Republic of the Marshall Islands establish a National Security Strategy and supporting offices and legislation. This position is funded from March through May 2026.

 

Program Manager Requirements:

The Program Manager will work closely with the Government of the Marshall Islands and the LWOB team in their efforts to produce a National Security Strategy for the Marshall Islands and the supporting governmental frameworks. Based in Majuro, the Program Manager must be an RMI citizen and will be responsible for supporting the project team in meeting timely and accurate completion of assignments required to meet the project goals and objectives.  The Program Manager will adhere to legal conduct in the performance of their duties and follow the policies and procedures of Lawyers Without Borders (LWOB) pertaining to details set forth in the employment contract.

 

The primary duties of the Program Manager will be to support the LWOB team with the development and execution of project plans, advising on the propriety of internal and external communication requirements, assisting with preparatory work for meetings and presentations, attend meetings, and assist with visits to other islands and atolls.

 

The Program Manager will require good communication, problem-solving, and organizational skills and must be able to work independently with minimal direction and contribute proactively to the team’s effort.  A working knowledge of the RMI government offices, RMI industry, Non-Governmental Organizations, and an awareness of issues impacting civil society is highly desirable and will be highly beneficial in performing job related duties.

 

Specific Duties:

·      In furtherance of project objectives, provide advice, input, and guidance on cultural matters, advise on protocol formalities for liaising with RMI government officials, and assist in liaison efforts with other RMI business and community stakeholders. 

·      Assist in the planning and development of agendas for meetings with RMI government officials, civil society, and other stakeholders.

·      Provide written input on project deliverables, such as progress reports, assessments, and analyses.

·      Coordinate logistics for team trips to the RMI and to other islands and atolls.

·      Focus team alignment toward support of the RMI government in forming a National Security Architecture and National Security Strategy.

·      Contribute to other tasks related to this project as needed.

 

Additional duties:

·      Provide advice and input on the key issues impacting the national security of RMI.

·      Assist in the development of project monitoring and evaluation.

·      Support the Project Manager in development of strategy to achieve program goals.

 

Qualifications:

The ideal candidate will have professional work experience in RMI, specifically working with and supporting RMI government offices or civil society in an area related to national security (such as climate change, military affairs, food security, economic security, or population issues), law, or related disciplines. Individuals with other qualifications and experiences who are interested in the role are also encouraged to apply.

Internships

LWOB Lawyers Without Borders is pleased to announce that the application period for our Summer 2025 Internship Program will open on February 1, 2026.

LWOB internships offer students the opportunity to engage in substantive legal and policy work supporting access to justice, human rights, and the rule of law. Interns work closely with LWOB staff on projects that may include legal research, policy analysis, program support, and advocacy initiatives across a range of thematic and geographic areas.

The Summer 2025 program is open to qualified law students, graduate students, and advanced undergraduates with a demonstrated interest in human rights, international law, public interest law, or related fields.

Internships require in-person office time at LWOB’s Washington D.C. offices. If you cannot attend in person, LWOB will not consider your application.

Volunteer

Volunteers are vital to the functioning of Lawyers Without Borders. We rely on the help of talented individuals dedicated to promoting the rule of law across the world. We accept United States and international volunteers. A law degree is not an essential requirement for a volunteer position with LWOB.

Volunteer opportunities vary based on our current projects and activities but are generally limited. We occasionally have the need for assistance on administrative or research projects. Volunteers with language skills such as Arabic, Dari, Spanish, or Kiswahili, could be a key group. We do not generally send volunteers to do projects in the field.
